Issues on the Development of Workfare programs

Abstract

It is widely accepted among the students of the study of social policy that self-help programmes for those who can work under the National Basic Livelihood security Law(NBLS) are not working well, in that there still are huge gaps between public assistance schemes and active labour market policies. It is in this regard that this paper purports to fill up these gaps in ways to suggest some policies for effective self-help programmes. For this purpose, this paper first of all examines some debates on the welfare-to-work programmes in advanced welfare states, with special reference to Anglosaxon countries. Chapter three reviews self-help programmes for those who can work under the NBE, and presents problems of the programmes. Chapter four suggests some programmes like Earned Income Reduction scheme, Compulsory Training and Employment, and Case Management Skills as bridging strategies for effective self-help programmes.
